I have no need to create a dictionary in this case as I can use the hashcat mask 03?d?d?d?d?d?d?d?d?d. If you still want to generate a dictionary of the numbers, you can download and use L517 from https://code.google.com/p/l517/. Use the Generate -> phone numbers -> custom option.

@gearjunkie FYI The new Australian networks in this format : TelstraXXXX and TelstraXXXX-5G have default WPA2 keys that are 10 numerical digits long. XXXXXXXXX Seen a few WiFi Security Cards
